EFCA primarily worked with municipalities, school districts and solid waste management districts preparing population forecasts, capital facilities plans and budgets, and impact fee programs. EFCA provided analysis and testimony with respect to Vermont’s ACT 250, planning law and impact fee enabling legislation. EFCA was also a frequent co-consultant on state transportation plans for highway corridor planning and airport planning, providing population forecasts and with respect to airport, proposed rate structures for FBOs and other airport service providers.
